Current Voting Equipment (Statewide)

As of 2024, all 254 Texas counties utilize Hart InterCivic Verity Voting systems. Texas is the largest single-contract voting equipment deployment in the United States, implemented between 2014-2016 following decertification of previous DRE (Direct Recording Electronic) systems.

Key Stat: Texas requires 100% statewide deployment of certified voting systems. No county operates equipment from competing vendors (ES&S, Dominion, etc.).

Verity System Specifications

Paper Trail: VVPAT (Voter-Verifiable Paper Audit Trail) mandatory since 2019 legislation (HB 4139)

Certification: Texas Secretary of State, EAC-certified in accordance with VVSG 1.1/2.0

VVSG 2.0 Certification Timeline

  • February 2021: EAC adopts VVSG 2.0 standards
  • November 14, 2024: Texas certifies revised Voting System Standards incorporating VVSG 2.0 requirements
  • July 7, 2025: Hart InterCivic Verity Vanguard achieves EAC VVSG 2.0 certification (first in nation)
  • December 2025: Texas Secretary of State completes state-level VVSG 2.0 certification of Hart systems

Redistricting Litigation

Abbott v. LULAC (2025)

Challenge to redrawn state House and Senate districts following August 2025 special session redistricting (HB 4). Plaintiffs allege districts dilute Latino voting strength in violation of Section 2 of the Voting Rights Act.

November 18, 2025: U.S. District Court (W.D. Tex.) grants preliminary injunction blocking use of contested districts for 2026 elections.

November 21, 2025: State defendants file emergency application for stay with 5th Circuit.

December 4, 2025: U.S. Supreme Court stays district court order, allowing use of current maps pending resolution (No. 25A608, per curiam).
